Tax and insurance benefits
Sergei Neverov, head of the United Russia fraction in the State Duma, believes that in the second reading of the draft law on social enterprises, it is necessary to work out the question of providing them with tax and insurance benefits, special conditions for preferential loans and participation in public procurement.
"It is necessary to work on the second reading to fix the federal rule on specific types of support and stimulation of social entrepreneurship. These may be preferential conditions for paying insurance premiums for employees from the category of socially unprotected citizens, there may be tax benefits, and there may be special conditions for preferential loans within the framework of small and medium business development programs.
There are proposals to set a priority for social enterprises during state and municipal procurement”, said Sergei Neverov during the parliamentary hearings in the State Duma on the topic "Legislative support for the development of social entrepreneurship in the Russian Federation."
According to S. Neverov, now in the bill, support measures are given "at the mercy" of municipalities and regions. “But you and I are well aware that many municipalities will limit themselves, by virtue of their capabilities, to holding fairs and advisory assistance,” said the deputy.
The State Duma adopted today, in a first reading, a government bill that amends the law on small and medium-sized businesses (SMEs) and prescribes criteria for classifying these enterprises as social. Thus, an SME company can be classified as social if its activity is focused on the production of goods, work and services for a socially unprotected category of citizens or a company take on a certain percentage of citizens (at least 50%) who can be classified as socially vulnerable.
The draft law defines possible types of support for social enterprises by the authorities: provision of infrastructure facilities, assistance in the development of interregional cooperation, an organization of educational programs for social enterprises and their employees.
According to the forecast of the Ministry of Economic Development, several thousand companies will enter the register of social enterprises.
